Circulation Policy
Objectives
The Weyauwega Public Library aims to provide material that will
meet the educational, informational, cultural and recreational
need of the community in order to promote the communication of
ideas, an enlightened citizenship and enriched personal lives.
The Library will make a special effort to direct its public relations
efforts to promote the library as a clearinghouse for information
about community organizations and will provide a community resource
list that is updated annually.
The Weyauwega
Public Library has the goal of providing all residents of the
community with a comprehensive collection of materials in a variety
of media, to organize these materials for ready access, and to
offer guidance and stimulation for their use. Popular Materials
Library and Independent Learning Center are two roles selected
to be emphasized in the collection of materials.
Service
Area
The Library will serve all residents of the community. Service
will not be denied or abridged because of religious, racial, social,
economic, or political status. Persons residing outside of the
geographical area (Outagamie and Waupaca Counties) but owning
property or attending an educational institution in the area shall
be considered residents.
Any person with a current OWLSnet card will be considered resident.
The use of the library or its services may be denied for due cause.
Such cause may be failure to return books or to pay penalties,
destruction of library property, disturbance of other patrons,
or any other objectionable conduct on library premises.
The library,
by participating in projects such as WISCAT, agree to share its
resources with other libraries in the Outagamie Waupaca Library
System and the state through interlibrary loan.
WISCAT
We will do our best to locate materials requested from other sources
if they are unavailable from our OWLSnet System. However, we reserve
the right to not order any reference materials or
videos outside of our library system (WISCAT). It is each individual
libraries discretion in regards to what materials are reserved
and loaned out due to our lending agreements.
Confidentiality
of Library Records
Library circulation records are confidential, internal record
keeping devices designed solely to enable libraries to keep track
of and recover their property. The Council of the American Library
Association therefore strongly recommends that the responsible
officers of each library in the United States adopt a policy which
recognizes the confidentiality of circulation records and other
records identifying library users by name. Therefore, in accordance
with Wisconsin Statute 43.30,
(1) any
attempt by any agency or person to ascertain the name or names
of library users will be resisted to the utmost extent of the
law;
(2) regardless
of the form or nature of the demand made upon it, the library
reserves the right to procure definitive legal counsel regarding
the demand; and
(3) the
library will work with library supporters and legislators to develop
laws exempting library records from state open records statutes.

Beginning the third week in September, usually the weekend after
Horse and Buggy Days, the library will initiate its winter hours,
which will remain in effect until Memorial Day, at which point
summer hours will be resumed.

Holidays
The library shall observe the following legal holidays: New Year's
Day, Memorial Day, July 4th, Labor Day, Thanksgiving Day, and
Christmas Day. If any of these holidays fall on a Saturday, Friday
will be the observed day. If the holiday falls on a Sunday, Monday
will be the observed day.
The library will also be closed on December 24th, and December
31st and also for the hours from Noon to Three on Good Friday.
Loan Period
for Library Materials
In order to make all library materials equally available to every
patron, the following rules will apply.
1) Patrons
checking out materials for the first time are limited to three
items. After the initial check-out and return of those materials,
patrons may take as many library materials as they wish, for a
period of 28 days. Materials may be renewed, providing the materials
are not on a reserve list. NO RESERVED MATERIAL MAY BE RENEWED.
Renewal may be made in person or by telephone.
2) New materials
(those with a yellow Short Loan sticker) will be checked out for
a period of 14 days and can be renewed if no reserve applies.
3) All reference
books, including encyclopedias, are to be checked out for only
24 hours. They are not renewable. New encyclopedias are for in
library use only.
4) The books,
History of Waupaca County and Waupaca County Vol. I and II are
to be in library use only.
5) Current
weekly or monthly issues of periodicals will not be loaned out.
Back issues of periodicals will be loaned out for 28 days. Periodicals
may be renewed, providing they are not on the reserved list. NO
RESERVED PERIODICAL MAY BE RENEWED.
6) Loan periods
for materials from other libraries in OWLSnet will be determined
by the lending library.
7) Loan periods
for materials from other libraries outside OWLSnet are determined
by the lending library. Renewals will allowed if allowed by the
lending library. The library will honor interlibrary system agreement
procedures.
8) The fine
for overdue materials will be 5 cents a day, after the initial
date due, to a maximum of $3.00 for each item. The fine for overdue
videos will be 50 cents per day to a maximum of $3.00 for each.
9) No borrower
may check out books or materials if their fines total $5.00. Injury
to all materials beyond reasonable wear and all losses are to
be paid for at current replacement price.
10) The library
reserves the right to bill a patron for total replacement cost
of overdue material, if not returned after 118 days on most materials,
73 days on videos, and 104 days on Short Loan materials.
